It may pay to do a search on questions like this before asking them, here, as the site owner doesn't want duplication. This one has been asked repeatedly. That said, your choice of available equipment will only improve as you make levels. Yes, I know: it stinks; but that's the way the developers made the game. If you're running on a PC, you can download mods that change this--there's even a mod, I think, that makes all equipment available at once, and I know there's one that provides selected enchanted items in the mage guilds.
Note on spoilers: you need to put the part without the / first, before the section you want blackened out, and the part with the / after that section.

Umbra's real, all right, and is my favorite sword in the game. You can get Umbra at any level . . . provided you can kill its owner, a Redguard lady in full ebony armor. She is the toughest fight in the game, in my opinion. I got lucky once and took her out with a level 10 character, but I tried it again the second time through and she killed me again and again.
If you want to get a more basic enchanted sword, while you are in the Imperial market plaza, do the quest about the dishonest shopkeeper (talk to Roland Jensine) - at the end of the quest you will get a decent magic blade called Debaser.

As I pointed out before, use search to find the answers to questions that have been asked repeatedly. The site owner doesn't want duplicative question threads in the database. You will not only find out where to locate umbra via search, but when you can do so, and why you should carefully about it.
