Question about frozen drow sword

In the item description it says teh save for the freeze effect is DC10+ Caster LVL (lvl15). Does this mean the caster lvl is always 15? I am confused as if that is the case, why didn't they just put the save at 25? Or is the caster lvl say 40 if you are using a 40 Wizard and the spell lvl of the effect is 15, giving it a potential save of 65? That would be a ridiculous save. Any casters ever make use of this sword?
