that reverses her magic.

How can I remove this spell/curse or whatever it is?

no - it was one of the cutaway scenes where the evil father of one of the student sorcerer's gets some person to cast a spell to get even.

this is nearish the beggining - not gone to the warehouse yet.

O.o I haven't gotten far into the game, but that didn't occur with me. She cast spells fine, if with insane abandon and idiocy.

They didn't cast a spell on Qara. They created a creature to stalk her. You might see this creature a couple times, or you might not, but not much will happen with Qara until Act III.
