After talking to Rose and the merchant to figure out the tanner is the murderer, I go into his shop and confront him. There are no thugs on the first or middle floor. Do I need to go out and come back in after talking to him first? And where does he go on the bottom level?
you have to talk to the beggar as well. hes slightly north of where rose and the merchant are i think. when you talk to him again, you'll be attacked. go downstairs to find something rather disgusting and then you go a little further from there (be careful the place is trapped) to find a group with some more info, but prepare to fight them. get the letter off their leaders body - you could use this later to continue this quest when you reach umar hills. after tis go and report to the liuetenant at the entrance to the bridge district.

What happened exactly? Suppose the tanner said something about "evidence" and disappeared. Good. DO NOT LEAVE THE HOUSE, DO NOT WAIT FOR THUGS. Turn AI off and go downstairs. The tanner is here and he continues running downstairs. Remove the traps on the floor first, investigate the room, turn AI on and follow him downstairs again.
I entered the bridge district. Talked to aegisfield, talked to the begger and received the exotic hide, talked to rosie, the merchant, then rosie again to id the smell. Saved game. Enter tanning salon, talked to the tanner, and basically accused him of the murders. He turned red, ran off down the stairs. No thugs on top floor. Followed him down, down again for the bottom level fight with the rune assassins, golems and mage.
I reloaded. Went in, talked, said asked about the murders, did NOT accuse him, went out and back in to accuse. Still no thugs.
Not that big a deal. I've fought them my last time thru, so no biggie.

i did manage to kill him _once_ on the second floor before he could escape, he just popped out of existance and respawned at full hp though and managed to escape up the stairs though 
seems the game didn't like me completing the quest in that way

Ok go in talk to the guard at the gate name's aegissomething, then go to the women, talk about she smelled something and asks you to get three things, berries, tree bark, and i forgot what the other thing is, go up left a little bit and meet this fat guy he'll talk to you and give you all three items, go to the begger up there where the piller thingie is and pay for the exotic hide, then talk to the women again, she identifies the tree bark, then go to the tanner shop, after saying three evidences he turns evil red, then you won't kill him cause he goes down the stairs, kill his thugs, then on the basement get skin from the bed, and go down, kill all the thugs, get letter, but richard heismen escapes, the big container thingie in the middle has a ice storm trap, then go up and talk to aegisfield for EXps and Rep Point, to finish killing him, you're gonna have ta go to trademeet, after completing all two quests- the rakshasa-djiin quest and the druid quest, some one will run to you saying her son is so scared, agree to help her and go to tirirs's home, talk to the young men and he says something about a skin dancer and a thug captured his love , and tells you to go to the west gate for more info, go there dude name desideon moore will confront you and says this skin dancer thing (he's a bad guy)go to the section of the town below the crypt(i think) with organge tarpaulines, and you'll confront him about killing a person on the ground, DO NOT KILL HIM!! instead keep asking desideon and the other guy with him will reveal the truth, he's with richard heismen, the other guy is actually richard heismen, so they turn red and have a kinda easy fight after that, person on the ground will wake up and talk to you, find out she's the girlfriend of tiris, and she's been infiltrated with bad magic, and needs a restoration scroll, get it and fix her and you'll be rewarded

It's not the esqaping its the unlimited HP. I stunned him once and then used all my arsenal of spells & weapons (long live celestial fury!)
