Lifegiver perk question.

Does it give you the same bonuses if you get it later on lets say level 18, or is it best to get this perk early on?

I know it's a pretty bad perk, but I'm just interested as to how it works.

It gives the additional when leveling only if you have that perk while leveling...
So, if you take it at level 18, you don't give those additional bonus hp from level 12 to 18...
