During act 2 I returned to

West Harbor

and spoke to

Retta Starling

. I still had the quest to

Spoiler

find out what happened to Lorne

and figured I'd turn it in while I was there. So, I got the experience for it. The NPC will say she is busy or some such nonsense and the conversation ends. If you talk to the NPC again, they will thank you for stopping by and award you with 500 expierence. You can do this to your hearts content. Just keeping getting the experience over and over again.
