Where to recherge my weapons?

Newbie question sorry just needa know where to recherge my weapons, cant seem to find anywhere to do so ><

Help appreciated.

You can either use a soul gem (full) or go to a mages guild. There is someone at every (sorry if i'm mistaken) mages guild who will recharge your weapons for a price.

Also, Varla stones recharge all items in your inventory to full power, but they're rare and valuable so I don't use 'em until all of my magic weapons are almost empty.
Can the answer to this question be "No"?
