How To Enchant Items ...

Is there any way to enchant items without using the sigil stones ??
I don't have access to the arcane university yet ...

Xbox 360 or PC? PC there's a mod, Xbox I think you have to wait till your in the university.

I play on PC, so without a sigil stone , a mod or arcane university I can't enchant items ( an npc probably ) ??

Nah, when you get to the arcane university, you can enchant your items with golden like music sheet stands (that's what they look like to me).

You can also search The Elder Scrolls IV: Oblivion Source - The Source for Oblivion! and its mods for a cheat that gives those stands to all the mages guild halls and not just the university.
