I'm in the ruined house is Ruins of Illusk and have killed the skeleton but I can't get his skull! He died on top of the corpse and I can see the bones but can't get to them!!

Try pressing TAB while you're there. It should highlight the bones and let you see them better. You might have to zoom in very close to get at them with the mouse.
If that doesn't help and you don't have an earlier save point to go back to, you might have to spawn the skull in order to proceed.
