I was wondering, is there a way, when you start a new character, for you to start with wings or tails? Or to change your race to something like a kobold or goblin?
Also, is there a way to make your portrait that of an outsider or other race?

There is an editor out there - I never had the need, so I didn't look to much into it - which could change the appearance of your character.
I think this made it possible, but check before doing anything

I don't know of a way to play as kobold or goblin, but you can get wings or tails. Yes there is a way.
The things you'd need are: The Aurora Toolset 9You should have it installed. It comes with NWN) and Leto. It's sort of a cheating program, but it has a very nice PC to NPC converter and an NPC to PC converter.
This might contain mistakes as I haven't played in a while nor do I have the game installed, but it should be close despite that.
First go into the Toolset, and create a new Tile, it should be easy to figure out. I don't remember where you'd go though. I think it asks you when you first open the program. You should do this as not to accidentally corrupt or mess with the game itself.
Then, on the right, there'd be a tab with different icons and such where you can view all of the existing creatures, items, etc. Anyway, click on the creature icon (should look like a devil's head), then click custom.
Right click on the empty space beneath the Tab, click new, and specify under which category you want to make this creature. I'd suggest Custom1 or making your own category if possible.
Anyway, it'll bring you to a screen with some in game character and three boxes next to him.
There you can determine the classes and levels of your characters. After you click next it should let you choose the premade appearences.
You can find Goblin among them. After that press next and save your character.
*Find the Toolset's folder and remember the name of your character's name. Open up Leto and go to the NPC to PC converter. You'll have to import that file into Leto. Follow through with everything they tell you and save to the characters folder.*
Or, you'd select the normal naked model of a normal character. (By naked I mean no items equiped.) You'd press next and save her. She should appear under the category you've specified. Right click on the Label you gave her and click edit. There are a few tab, and below the ingame picture of the character is the button called "Appearence." Click on it and search around. There you can edit your character's appearence from hairstyle, to tattoes, to colors, to limbs and to the wings as well as tails.
There are a few "secret colors" which you can access for anything, like pure black, pure white, gold and metallic (which mirrors everything around you).
Youy should be able to find your way with this.
