I found out that if you go to pell's gate( south of imperial city) and roxey inn( north of imperial city) there are adventures with leveled armour. I killed one guy at roxey inn at lvl 20 and got deadra curiass, greaves, gauntlets, boots, and a long sword.
at pell's gate i killed that lady with the glass armour and i think a little elven armour.
there might be more spots theres some at (small) villages, inns and you can rarely find them walking around.
