streets dissapear?

I was hanging out in the Imperial City earlier today, and when I went into the Temple district, everything seemed sort of... taller... to me. When I looked at the ground, it turns out that all of the cobblestone streets that used to be here are missing. This normally wouldn't be a problem, except A.) The Temple of the One is floating a foot and a half off of the dirt floor and B.) the stone street was the only solid floor object near the exit to the Waterfront, and when one tries to exit that way, one suffers a 3-or-so foot drop. If it makes any difference, I have finished the main quest (quite a while ago, as it were), and so the streets had been changed before (if you know what I mean)

Any help would be sweet, since most capital cities don't have dirt roads in them.

Sounds like a bug, to me.

Only thing that ever happened to me (several times) was fast-travelling to the Waterfront and landing in the water instead of on the footway, which is the same sort of thing, I suspect - the cobbles have not so much disappeared, as that you have arrived BELOW them.

Have you tried reloading a saved game from BEFORE you entered the Temple district? Only thing that worked for me. If I just swam to the shore and went back to the footway, I just fell through it into the water again.
