weird 3 people when sent to jail *spoilers*

has anybody seen those guys when youve been sent to jail or paid the fine they just sit there and say yes master but they dont do anything and when you talk to them all you can talk about is rumors do you know what they are for or who they are. Its a red gaurd chick a n orc male and an elf male
