leveling (possible spoilers)

are the multipliers (the +5 things) availible to carry on to next level. i mean if you raise you conjuration from 5 to 55 can you have the +5 for 5 levels or is it for one? i just want to check this before raising skills too much

Yes and No. If the skill is a minor skill then No, it doesn't carry forward to count toward the next level up multiplier. If its a Major skill then you get credit for it, at least credit toward the next level up. If you go past the 10 major skill points needed for a level up the game restarts the progress bar. I'm not sure if those extra major skill increases that are carried forward count toward the next level up multiplier as well. I would assume so, but since the minors don't I can't be sure without testing it (which would be to much bother IMO).
