Permanent Retirement glitch *spoiler*

I am stuck on a quest in the dark brotherhood quests which is called "permanent retirement". My mission is to kill adamus phillipus. I tried to shoot him the rose of sithis when he went to swim, but it didn't work. The arrow of sithis did the same damage as a simple iron arrow. I don't know what is the problem, because he's without his armor, and this arrow shoud kill him.
A glitch, possibly?

It could be, I've had arrow go through people and it not affecting them before. If you can, load and try it again.
