Final Justice (possible spoiler, doubt it)

During the quest Final Justice, I get to the Flooded Dungeon, and find her hideout. But when I get to the marker on the compass shes not there. ??? I can even walk directly to where she's suppose to be but yet, nope. Not there. I see her chair knocked over and the stuff still on the table. My only guess is that she didn't load. Or that she did load.. but underneath the map. Why else could I move to the exact position of where she would be on the compass.

I've tried loading a previously saved game and going into the flooded mines with a fresh new load, but the problem still persists. Any fix to this?

If she did load above or below where she should be, is there a noclip command for me to go there and kill her. I tried throwing random fireballs to the ground, ceiling and whathaveyou with no success. Can I debug the NPC's so she reloads or something.

Anyone else experienced this? Or can you give me some help? Thanks.

(Side note, I am using a third party hack program for 999999 gold and unlimited health , but even with this off the problem is still there)
