You can find members of the mages guild and pay them the total charge of your item in gold and they'll recharge it, or you could search aylied ruins for varla stones, the better form of the other stones, varla stones are harder to find but if you use them they recharga all your enchanted items.
And lo ye must learn of the great war that raged fo a couple of posts and brought the citadel momentaraly to its knees
Lookie!

I tend to appear briefly and disappear very quickly after that, try not to let it bother you.

Well, if you're on a PC, consider installing a mod. There's one that returns enchanting to its Morrowind state, with slow automatic recharging. Another adds a magicka bank that you can access anytime remotely through a spell. It lets you accumulate charges in your account, then apply them to whatever you wish on your person.

Fable's mod idea sounds great. Recharging magic items is a TOTAL bummer. I hate it. Varla stones are super rare, recharging at a guild is EXPENSIVE, and using the Soul Trap spell requires prerequisite skills and good timing. What mod does the slow recharge?

I just reached level 20, and I'm typically wandering around with 30,000 GP + a few thousand worth of loot stashed at my house. Recharging isn't that expensive once you've got a little progress under your belt.
Oh, and to build up lots of coin, 500 50 GP items weighing 0.2 each == 25000 GP for 100 weight. Much better than a 100 weight item worth 5000 GP. Pick and choose your loot later on in the game. Early in the game, just grab everything you can carry and hawk it all.

Personally, I use Azura's Star as an infinite soul gem, then kill a summoned lich and trap it to recharge my items.

That only works once you're around level 20 or higher, though.
I know everything about Morrowind.

Everything.

Coudn't find that mod. That noted, I did find Enchantment Reduction, which removes the whole idea of charges that run out. The weapon is simply permanantly charged. Hope that helps.
