What's up with Irene? (possible spoilers)

I keep running into a woman named Irene Metrich in the Imperial City. She keeps telling me something about "needing to know the right people ... the right people are Ida Vlinorman, Mandil, Samuel Banien and Orthelos". I know some, if not all, of these people are trainers in skills related to thievery. My char is maxed out and has become the Gray Fox but I've never had any dealings with these folks for training or otherwise. I've also been in most of their cellars and found trap door leading into the sewers - not to mention some doors leading to a couple of merchant district shops (smuggler's perhaps). Is there some other quest this dialog is alluding to (like the main quest perhaps) or is it just banter? And what's up with the merchant district office for complaints - does it have any use?

Irene is the Master Blunt trainer, so I am guessing she is just talking along those lines, they all live in the Imp City. As all master trainers, there is a quest involved/requirement so that's probably it.
