right, first of you can enchant armour (+ jewelry) with chameleon but not weapons (all enchantments on your weapons effect your opponent not you).
Now with a grand soul gem it is possible to get 20% chameleon on a single piece of armour. This means that it is actually pretty easy to get over 100% chameleon. When you have over 100% chameleon you cannot be seen at all (except by some plot relevant characters and those fireball towers which is REALLY annoying). So you can repeatedly sneak attack people whilst standing right in front of them. you can push creatures over cliffs and they dont react. you can do entire oblivion gates without drawing your sword. you can atack people whilst not sneaking and they say dumb things like 'ooh, damn rats!' draw their sword then immediately put it away again.
What I'm trying to get accross is yes it can be done, yes it can be fun but be prewarned, if you are the kind of person that HAS to do something just because you can then you're going to be pretty miserable when you realise the game is no challenge anymore
of course it would be annoying after a time, but still its a good idea to keep such things in your bag for very troubled times. Oblivion is dangerous place
Those who think about the end, could not be a hero...

Kinda like when you got the Amulet of Shadows in Morrowind.....
