quick graphics question

I just saw this screenshot:

I noticed something very odd. The hairline on this character's forehead is faded/blurred, perhaps due to a transparant texture or something. That's not what it looks like on my computer, there is a very clear point where the forehead-texture ends and the hair texture begins. I always thought it looked kinda off, but it never really bothered me that much. Is this transparancy/fade effect due to a graphic setting I'm currently unaware of, or has this been modded?

I can't find any option or setting related to 'hair transparancy'. Perhaps it's not just hair, maybe there are other effects that look.. distorted without my knowning. I just don't get it, all the advanced shader and light stuff works just fine?
