We don't often link to other forums. It's not in our best interests. But this thread is too useful to ignore. Basically, it tells you how to remap keys in the game--something that Bethsoft could have easily offered players, but didn't. Maybe they intended it as a feature in an add-on.
Note that the thread starter mentions a mod for this. Although he's not working on it, I would expect something along those lines sooner rather than later. There's some grumbling about being limited to just a few quick keys, and as it's easy to fix this, it'll probably be done by a player community that's one of the best we've ever seen.
