I assume you mean the one you need to weaken Klauth the red dragon.
If so there is a room nearby with a young blue dragon inside. Kill it and find an empty sphere at a nearby pool. Then place the empty sphere into the pedestal on the altar in front of the (dead) blue dragon, and there you have it.
