I am a complete n00b at this game

. Thinking of creatin a halfling rouge any suggestions?

Read up in the manual and the in-game suggestions.
Then create a halfling rogue and play - you can always re-start the game later if you change your mind.

The best teacher is to try. Character development is half the fun of roleplaying games.
