How low can you set your wisdom score and not have a penalty on saving throws in this game?

You don't get any saving throw bonus or penalty for wisdom.

Yes, it's kind of silly that way, and is something from 2nd ed they didn't implement - so go ahead and drain Wis to the dregs if it's not a prereq for anything.
When your back is against the wall... the other guy is in a whole lotta trouble.
