Photoshop Woes

I'm having problems using Photoshop Elements 3.0. When I run the exe, The welcome window loads up, sayints its loading everything, with my registering information and stuff, as on all adobe products. Then I get the window with the choice of tasks: (Make photo creation, edit photo, start from scratch etc) and whichever I click, I get a long pause, then an error message saying the styles file is missing/corrpt.

Alternatively, when I click the exe, I immediately get the error box shown below.
I have tried reinstalling, updating to 3.1, and still am getting the same message. And ideas on how to rectify the problem? I'm on XP home.

recently?

before this error occurred, what were you doing?
did you download something, uninstall another program, update something else, pc crash and reboot, storms, upgrade pc?
did you do anything beside reinstalling? like antivirus?
be very specific - sounds like conflicting programming

are "dillinger/capone" really folders? (see error pic)
it seems weird that mobsters would be photoshop folder's names

did you look for adobe's help?
