Fixing Broken Bridge after freeing slaves?

I forgot to talk to Soth before freeing the slaves in the Aquarium.

Now I can't get accross the bridge. Does anyone know if he waits somewhere?

Some characters won't leave until they have served there purpose.

if not any other suggestions?

Soth doesn't wait anywhere, but he leaves the bridge manual behind on the floor where he was standing. Wander around the left side of the slave's hangout and you will find it.
