How do I learn more than 18 1st level spells with 18 intelligence?

my mage is level 10. i have 18 level one spells and i want to learn my 19th one, but it wont let me b/c my intelligence is 18 (max?). how do i hurdle this barrier and learn more spells?

Drink a potion.

Drink a potion(s) that boosts your INT (Potion of Genius, for example). The effects of potions are cumulative. Learn the spell(s). When your INT returns to 18 the spells remain in your spellbook.
