If you're romancing jaheira the harper quests will progress much more slowly. Next time she tries to initiate a romance dialogue with you, tell her to buzz off. You'll get instant results.

If in romance with Jaheira, go out of the city and rest.

Or better yet, just forget about the Harpers for a while and go about your adventuring. Jaheira can be very touchy, and if you try to force her into the next romance dialogue, she's likely to get a bug or two up her rear about it. You don't know what real irritation is until Jaheira decides not to talk to you at all, so don't be impatient. I have a lot of experience with Jaheira; I know what I'm talking about. Resting too much, fiddling with variables, and otherwise prodding her to speed things along is an almost guarenteed method for ruining your chances with her. Bear that in mind.

No, resting outside the city after finishing Zxar's quest will trigger the Bandit Plot. This is needed to continue the Harper plot and have nothing to do with changing variables and resting too much. It's just another necessary, yet not explain or told of, thing to do to continue the quest.
All other events will only happen if the romance it at a certain stage, if you have installed the bug fix from Baldurdash.

But then again if you only press the "z" button the rommance isn't gonna go any faster.
