Where can i forge new weapons in chapter 2. I visited the cracked anvil but they don't forge anything, just sell and buy.
And what is the use of gems? What can u do with them?

I don't remember you can forge new weapons in ch.2.

The gems are for sale. But the quartz ones can be used to get access to Eltora's shop.

I hope I'm not misguiding you...

I'm fairly sure you can only forge weapons in Chapters 1 + 3, although there are places like Eltoora's Lab in Ch 2 where you can make some things. Most gems are just there to be sold, but there are a few unique ones which are for quests and like Fat Puck said the Quartz crystals are magical components (like fenberries, Ettercap glands, skeleton knuckles etc...) which have a few uses, such as give them to Eltoora and she'll show you stuff in her shop.
