Yes. This jerk turns up entirely too many times in the game for my tastes :p

Saemon Havarian is a jerk. That's for sure. Let me ask you a question though, did anyone attempt to kill him? Did you succeed?

Not sure if I glitched the game or what, but my dream had been realized! I killed the bastard! I timestopped in Amekethran when I saw him talking to the mercs, I then killed him sloly using a poisin. It was rather fun. although, my game shortly screwed up afterwards, so sigh...

yes, you can kill him in TOB.
spoiler....

if you side with him to get inside balthazar's compound, after he turns you over he hangs around and you can kill him.

I killed him in SoA. When he was talking to me in the tavern after I razed Spellhold, I had Imoen try and pickpocket him.

When I saw him again he was red, and he tried to fight ! Extremely satisfying, watching his gibs fly all over the docks. Or you can hide and pickpocket in the tavern. I'm pretty sure this will work. Haven't tried, but maybe you do.

Hey, what's wrong with Saemon? I mean, he only betrays you err... 3 times I think. I found it funny really... he's a great character. Apparantly you vengeful bastards don't forgive and forget  .

i appear to be one of the only people who like Saemon Havarian. Every time he appears i just know he is going to do some devious and underhanded, but i LMAO every time. :D

It's also possible to kill him on the ship before entering underwater city, I think many walkthroughs have said this though...
He's worth 18k exp and it is really something in SoA ;)
After I kill him, I'm surprised to see him again in ToB, just who would want to raise that SoB from the dead?
