Improved Balthazar problem

I have the Improved Balthazar installed, reputedly enabling one to talk to him. However, I am in front of his throne and it is empty. He is suppoessed to be on it right? I have done all the other quests, killed Weimer's Eclipse bastards (which was almost as hard as the dragon in front of WK, the Improved Irenicus and the Abazigal fights), I have talked to Cyric and done all there is to do. And he is nowhere in sight. Anybody knows what the problem might be?

just try to walk araound in the trone room? that's what i do when baltazar dossn't show up.

I did, it did not work. "Fortunately" I tried to install some software that made the computer crash so I had to format and start up again and now my CDrom drive refuses to read specific files on the XP CD, and when I chuck in a CDburner instead (they have better quality lasers) it cannot find NTDLS files... Which means, game lost, everything else lost and computer not working
