once you have all the peices does bao durr automatically talk to him or do u have to bring it up in conversation?

I don't recall, but there's a quest entry for it, so just keep an eye there. It will tell you when you have all the parts.

so once i get all the parts in my journal it will tell me i have to go to bao durr and have him construct one?

once you got all the pieces it should become the first line in the dialogue options with bao dur (bao dur sounds like a lord of the rings name)
