In the underground part of the Navarro there is a Deathclaw that you can talk to and set free. You need to find the keycard to open the door he's locked in though. Where can you find this keycard?

In the room where Doctor Scrieber is there is a desk, kill the doctor (the base won't turn against you if the door is closed) and there is a purple card. Alternatively there is also a purple card at the power plant in Gecko. It's hidden on one of the tables in the northern part of the power plant.

Finally if you have the patched version of Fallout 2 then you can recieve a purple clearance card from the crashed Vertibird in Klamath I think. Apparently this card doesn't work too well though.

I think that the card in Klamath doesn't take you anywhere... I tried it out on almost every electronic door in F2 world and not one did open...
