why is it that the Weapon Master gets bonuses to hit every 5 levels but not to damage?
is there a way to make a sword that gives a bonus to damage depending on how many levels of weapon master ya got?

If the weaponmaster gained 1 extra damage every 5 levels, it would been the best prestige class in the whole game. +1 to attack is not the best thing, considering the fact that you only can obtain 30 levels in weaponmaster. That give you +6 to attackbonus i think.

Well yes, there is - but it's not possible with just the 'standard' toolkit functions, but instead involves a certain amount of scripting.
I wouldn't bother to do so, though... after all, it's far easier to simply make a series of separate blades, each a bit stronger than the last - which you keep in a "Bag Of Holding" until you deem your chara to be worthy of wielding it.
I have used that pattern during all of my last 3 playthroughs (usually with both a series of armors -and- blades) and can tell that it works out really nice - of course you'll have to restrain yourself not to use the uber-versions of an item right away.

but for how many prerequisites it has i think it shud be better then that. i mean look at the arcane archer

A weapon master can do a lot more damage than the arcane archer. My Weapon master build did around 200 damage on each crit, and it is possible to do a lot more than that.
