I've never made custom items for Icewind Dale, but I've made custom items for the Baldur's Gate series before. I assume that you could use the same tools and techniques. I used the Item Maker utility that is part of Infinity Engine Editor Pro. When you're finished editing the item, all you have to do is put it in the /OVERRIDE directory.

When I made a new item, I used an existing item as a template so that I would know exactly how to achieve the desired effects. I had two copies of Item Maker running side by side so that I could look at the old item and the new item at the same time. You could probably use Gate Keeper to extract/export existing items, or if that doesn't work, you could use Infinity Explorer.

I downloaded Infinity Engine Editor Pro from TeamBG's website, but it seems to be down at the moment. I'm not sure what that means. Try Google and see if you can find an alternative download site.
