I'm having a problem with the forge. I'm trying to make the magical armor, for which it says a diamond and magic armor are required. I've put both on the forge, but he keeps saying the right items aren't there. Does a specific type of magic armor need to be used?

Also, I've already managed to create one magic rapier, but I have th ecomponents to make another one but the smith won't do it. Is this because he'll only create one item of each type?

Firstly - yes. A specific set of magical armour is needed. Check the recipies in the book you can get that explains the items needed, then you will see, that for magical armour, it will list what the armours AC should be in total (that is - including enchantment).
So if it says that an armour of AC6 should be used, then you can use a magical armour, with a total AC of 6. (That is for instance AC5 + 1, or AC4 +2).

Second. Yes - you can only get one of each item in the chapter.
