I'm running into several chests that are unbashable and as I haven't found Tomi yet, I don't have anyone able to pick locks. I've tried multiple weapons but they all say "weapon ineffective".
Any ideas?

Often when you get a "weapon ineffective" it is because there is damage absorbtion on the chest.
This means either using an enchanted weapon is needed, or even scoring critical hits. Some chest are almost impossible to damage with weapons.
Some chests I've only been able to bash, due to critical hits, because they absorbed upwards to 15-20+ damage.
Also feats as power attack and advanced power attack are very good for chest bashing.
Try using a weapon that does elemental damage, very few chests are resistant towards thoese (fire, cold, acid etc.)
If a wizard/sorcerer - the pixie familiar is great. Also spells make good chest busters (magic missile, Acid Arrows and Fireball if you can spare them

Unfortunately, I'm just a run of the mill fighter so I'd freak if one of those pixie thingamajiggers showed up (lol). I haven't tried the power attack yet so I'll give that a try. I am using a +2 Longsword (forget which one though) that I got right towards the end of SoU and it does some elemental damage.
You are correct that I see a lot of absorbtion by some of these chests.

Yes, good made chests are mosre resiliant to damage then goblinflesh.
Some chests can take up to 40damage, but elemental usually comes trough.
Be glad that you play SoU, in NWN almost EVERY chest is locked, and you where bashing 50% of your time in a dungeon.
