How exactly do i get _into_ Luskan? I've found the gate, but apparently it needs a key or some such.....?

Withouth spoiling to much, but you need to continue investigating the cult as Aribeth and the Spymaster have said.
They have told you that you need to find evidence of the Cults location.
So don't worry about Luskan for now, and just visit all the other areas, and you will eventually be let into Luskan.
You will get the key when it is time to go there.

I did try to avoid spoiling anything also, and your posts didn't really give off much spoiler information either - so little harm is done.
