I read in the manuel that you can gather 20levels for your character.

I'm still on Taris, and i'm currently a lvl8 soldier. While i'm reading here on the forum about lvl4/16 or even 2/18 characters.
Have i leveled up to much on Taris? And if so should i restart?
I do not have the touch, nor do I have the power.

Don't restart. What you're primarily seeing is people who've played through the game at least once and are changing their approach to it. Your level 8 character will obtain 12 levels of Jedi skills, which the programmers in their infinite wisdom have decreed are enough to successfully complete the game.

It really is enough. The extra Force Powers you get from having a lower level would really only benefit you if you were some Consular really heavy on the majority of the Force powers, meaning either you're neutral or you must have tons of force points. Also, one thing is that if you become a Jedi too early you miss out on other things, like feats and such that you would have otherwise gotten more of.
