In order to use the DM tools you must log into your multiplayer game as a dm. This is done on the NWN launcher by choosing "DM Client". You then create your DM avatar and join the game.
As a DM you will have access to the creator and chooser tools as well as possessing creatures, giving and taking away gold and experience, moving characters to other places on the map, etc. The creator and chooser tools allow you to create monsters and create placable items, buildings, props, etc. As a DM you will be able to control all aspects of the module you are playing.
There is a section in the manual that goes over the DM Client tools. I would suggest whoever will be the DM reads this section and then practices with the DM client by himself for awhile before attempting to DM a running module.
The DM client is actually pretty easy to work with. I was able to learn most of the basics in a just a hour or so.
