Is it possible to create a customized character using the toolset, export his file, then somehow play as that character?

Nope.... I think Bioware laft out that feature to avoid cheating.... there are alot of other programs though that allows you to do what you want.... check the vault for info or maybe the bioware forums or planetneverwinetr

The only way to play as an NPC is to possess them as a DM.
