I just installed Heart Of Winter today, and I have tried to put in some cheats, but then whenever I enter something in the Cheat console, the game responds with "nice try cheater". Is that normal or is it a bug? If so, how can I fix it or get around it?

IIRC, the HoW expansion disables the cheat console. There might be a patch that reenables it. If not, try searching the unofficial mod community, someone has likely found a way to enable the cheat console with a patched game.
If you haven't already, you should download the Trials of the Luremaster expansion for HoW with the most recent patch. One of those may solve you problem as well.

It is normal, with Heart of Winter the cheat command changes to GETYOURCHEATON.
