Annoying 'busy' bug

My game is suffering from an annoying bug. A lot of people that I try to talk to, many of them essential to quests, say that I can't talk to them b/c they appear busy, even though they obviously aren't. This is preventing me from playing much, so I'd appreciate any help. Thanx in advance.

You are likely running Win2K or XP and have not installed the latest Bioware patch.
