1. are gems, non-magical necklaces/rings usefull for anything?

2. If I havent been using counterspell what should i put the extra point(s) into?

well i put the extra points into pick pocket....and everyone that ive tried to steal from in chapter1 has had nothing. cept the guy i stole a key from in the seedy tavern
