Starting location...(Simple/Newbie Q)

I am about to buy Throne of Bhaal but before I do I was wondering where do you start in the expansion? Will I be able to take advantage of the new expansions to the game even through i have already killed Irenicus or will i have to start a new game?

Where you start depends on whether you're beginning a new game, or continuing an SoA one. If you're continuing from within SoA, and you haven't finished, your current party doesn't change. You merely gain a few additional locations that can be visited.

What if you have finished the origanal SoA? But wish to continue the same charecter? Will I need to restart SoA? (or am I better off getting Winter Nights to continue my charecter?)

All you have to do is kill Irenicus again with TOB installed and you will be sent to the expansion. I don't think that NWN allows you to import BG characters other than to copy name and stats by hand between the two games.

When you start a new TOB game, you can import any pc you want from the saved games of SOA.
Or you can import a whole party.
You have many options, all is detailed in TOB instructions booklet.

Very good work for an expansion, if you want to play your SOA characters again go get it.... and forget about NWN! ;)

Once installed, you'll have to choose whether you want to continue with SoA or start ToB. If you choose to start ToB, you won't be able to access the SoA area's anymore, but instead you'll find a load of new area's. One special area (Watcher's Keep) can also be accessed from SoA, but only with ToB installed.
