I'm pretty sure Ned would be right because 100/4 = 25, thus a 1.0 = 25, 2.0 = 50, 3.0 = 75, and 4.0 = 100.

I've never seen this sort of grading system. Usually letter grades just stand for a numerical value: A is 4, B is 3, etc, and honors and AP courses just add one more point and divide by the total number of courses. Getting a 4.5, really really happy.
