Multiclass High Level Abilities Question

Simple question: Are mulitclass characters eligible for the HLA? Obviously when they reach the appropriate level for that class? I am going to use an Illusionist/Thief and a Ranger/Cleric in my next adventure and want to make sure there are no restrictions for HLA.

Multiclass characters gain Higher level abitilites when they gain the first level beyond the SOA exp cap - i.e. roughly 3mill in total (not in one class).

From then on they get a new HLA at every level up and can choose from the start from both classes' HLA list. This means F/T can get nothing but whirlwinds (but you'd be a fool to pass up the use any ability.)

However mages cannot choose quest spells unless the mage part of their character has levelled up to a point where they can cast them (i.e. lvl 18) this is not a problem with clerics since they can cast lvl 7 spells much earlier.

This means in total that a multi class character will probably gain slightly more HLA especially if one of the classes is a thief or cleric who level up quickly. Mutli class druids on the other hand suck fairly badly for the same reason unless you take them all the way up to the ToB exp cap.

I don't know about dual characters perhaps someone else can help

A character starts getting HLA once he exceeds the 3,000,000 active XP limit.

For multiclass characters, this means getting 1,500,000 or 1,000,000 Xp in each class.
Dual-class characters, on the other hand, need to gain 3,000,000 XP in their secondary class, which means they might miss out on a lot of HLA is the dual occured rather late.
