I've put my DVD-ROM in my new computer with new cables and new motherboard, but it still spits out any CD I put in it. Does this mean that the problem is the DVD-ROM itself???

Yes?? That's an unexpected answer. Well if that's the case you're probably right, and your DVD is acting up. How one would go about fixing it, I don't know, you've tried everything I would have been able to think off.
You must be releaved, and BTW writers make great readers, same speed much more reliable, well that's my experience in any case.

If a drive spits out a disk, it is usually because there is a problem with a disk physically fitting in. Check to see if the disk is seated cleanly in the drive. If the DVD-ROM is still ejecting the disk, it may mean that there is an obstruction within the drive itself.
You should avoid opening the drive at all costs. Drives are not as dangerous as power supplies or monitors (which have capacitors in them which can electrocute you if you touch them), but opening them up often voids their warranty. If you can, take the drive back to the manufacturer or go to their homepage and get and return number and have it replaced.

That DVD-ROM drive is the only one that spits out the CDs. My CD-RW, my dad's CD-RW, my dad's DVD-ROM, and my mom's CD-ROM don't spit out the CDs. However, my DVD-ROM doesn't spit out the DVDs I put in it, so wouldn't that rule out the 'may mean that there is an obstruction within the drive itself"?

DVD drives are supposed to be backwards-compatible with CD-ROM formats, so if it accepts and plays DVDs, but not CDs, it sounds like you may have a driver problem. Have you downloaded the latest drivers for the DVD-ROM?

I don't think so, but it won't be possible to try until I manage to get my computer working again.
