IMO it would be a good idea if the mods' actions were more standardized - I mean, for instance, people tend to get warned for posting profanities to avoid the filter if they are in a heated debate, but possibly not if they're posting jokes or something. I would suggest that the mods should warn everybody who breaks the rules like this, and persistent offenders should be banned. HighLordDave suggests other punishments, but I think the only thing you can use is the threat of banning. If people know they can't get away with it, then maybe they won't break the rules.
Edit for clarity: I don't mean getting round the filter in order to post what would be profanity in a different context, as Mr Sleep said in another thread - I don't think people should be banned for that
