After killing the Raiders in their camp, I returned to VC. After telling Sgt Sark that I wiped out the Raiders, he directs me to tell First Citizen Lynette.
However I can not get her to talk about it. She will talk about the Raiders, but only to tell me about their attacks on VC.
I can not get the opition to tell her I've already wiped them out.
I have in my inventory, tthe accounts books and Bishop's holodisc.
Any suggestions as to where I might have missed something or messed up.

Check the Fallout 2 site I linked earlier, or the GB walkthrough, but I *think* that Sgt Stark "completes" the quest and Lynette only registers this fact when you ask for your Valut City Citizenship.
Otherwise, probably a bug.
Okay, I'm a bit lazy and thus I apologize, but just ain't in the mood of check it out. I remember that for the raiders, you must not talk to Lynette but to the guy at the same building, far left room. He should direct you to the next point of that quest chain. It might be that Lynette directs you to this guy when talked, can't remember, but talking to Lynette shouldn't be mandatory, as I remember skipping here most of the time.
If that doesn't work, what version are you playing? It might be a bug, though I don't think so based on my memory of that part of the game.

Oh, and did you read the holodisk you found? It could also trigger the access to next phase of the quest line, if talking to neither Lynette nor the other guy works.

I'm playing the latest official patched game. Got it from gog.com and I also have Killap's Unofficial patch ver. 1.02.25 loaded.
Don't think I read Bishop's holodisk. Only one I've talked to upon returning to VC after the Raider camp is Sark and Lynette. Will try talking to the guy in the far left room. Think his name is Wallace. Also will read holodisk.

The Nearly Ultimate Fallout 2 Guide is very good, includes everything vanilla Fallout 2 contains, but it's rather easy to get spoiled when using that. I usually like to avoid walkthroughs as much as possible, unless I know for certain that the walkthrough I'm using won't spoil the game more than I want.
Oh, and IIRC Spoiler
the quests from Stark aren't necessary to gain Citizenship, as solving the Gecko "problem" is the only one needed by Lynette. Of course, there is two other possibles, fake citizenship or completing the test.

I'm back. Started a new game. Did everything I did in the 1st playthrough and am at VC. Same problem.
Has anyone played this game with the latest official patch but not Killap's unofficial patch.
Was the game buggy.
I'm wondering if it's Killaps patch thats causing this problem.
Read the Intoduction in The Nearly Ultimate Fallout 2 Guide and it sounds like he played with out Killaps patch.
Or maybe I should be asking if anyone anyone has played with the game fully patched including Killap's and got the people in VC to talk.

I think the walkthrough was made using 1.05 patch. The official patch are very buggy, so I would suggest either 1.05 or Killap's Patch. On the other hand, as you have already beaten the game once, why not try Killap's Restoration Project? It fixes a lot more than either of the patch mentioned above, especially fixes lots of bugs that caused quests to be incomplete or never existed. Also adds tons of stuff that were cut out from the original release (but were still left to the files, just no reference to them inside the game).
But as far as I know, the Killap's patch itself shouldn't cause any more problems than any other patches, if patching done correctly.
I will return more precisely to your problem tomorrow, when I can reread the walkthrough myself and do a bit testing.

That's the problem. I have not finished the game. Counting this time, I've started over 3 times to see if I could get by the bug at this point in the game.
I know that sounds dumb. But I'm concerned that this may be something I have to get done, and if I continue without giving the account book and Bishop's holodisc to Lynette and then get to the end of the game I won't be able to complete it the way it's is supposed to be completed, if at all

Yes I talked to Councilman McClure. No help. Yes I'm a VC citizan. McClure made me a citizan after fixing the Power Plants.
Here's something I've been thinking about. When in New Reno after doing the quest for the Mordino family and killing them, and then doing quest for Salvatore and killing him and his family, I got a quest from Bishop to kill Westin in NRC. I went there and made a deal with Westin to kill Bishop instead. Did that, went back to Westin, got paid, and after that he won't talk to me either.
Did I kill Bishop to soon. Did this kill the other quest.

It could, but it shouldn't. I assume that the quest isn't striped out in the questlog?

Even though if your quest log doesn't say anything about that, you could always try to talk to Westin nevertheless, that could also solve the problem.
EDIT:
Also, I don't think that the Bishop - Westin dealings you had before should affect to this quest, though it's possible if the game considers Westin dead after you accepted the quest to kill, even though you never did kill him.
